Dry the capers with a paper towel, then add to the hot oil in a single layer.
Sauté capers for about 5 minutes until golden brown, stirring occasionally.
Remove from heat and transfer capers to a plate lined with paper towels to drain excess oil.
Allow capers to cool for a few minutes to crisp up further.

Notes
Drain, but don't rinse capers before frying.
To broil instead of frying, place capers on a baking sheet coated with olive oil, and bake them under the broiler. Shake the pan every minute until browned and crispy.
